Ray White Leaders has an international sales-volume title. Tommy’s has a powerful Wellington reputation and a major industry award. But a public city sales ranking puts Lowe & Co ahead. The answer depends on what “number one” actually measures.

PROPERTY NOISE | SPECIAL REPORT

Who sells the most homes in Wellington?

For many residents, the instinctive answer might be Leaders — the longstanding local business now operating under Ray White.

Others would nominate Tommy’s, whose name is closely associated with the capital’s residential market. Lowe & Co has its own substantial presence, while Harcourts remains another important contender.

The research produces a more interesting answer than a simple winner.

Ray White Leaders has strong evidence of multi-office sales performance. Lowe & Co leads the public Wellington locality sales table examined for this report. Tommy’s combines substantial sales activity with independently confirmed industry recognition.

Those findings measure different things. Combining them into one league table would obscure more than it reveals.

FIRST, WHICH WELLINGTON ARE WE TALKING ABOUT?

A comparison needs a boundary.

Wellington City is not the same market as the wider Wellington region. A group operating across the city, Hutt Valley and Wairarapa has a different footprint from an agency concentrated on city residential sales.

The unit of comparison matters too.

An individual office, a locally owned group and an international franchise brand are different organisations for ranking purposes.

Consider the possible questions:

QuestionEvidence needed
Who sells the most Wellington City homes?Comparable city sales counts over the same period
Who sells the most across the wider region?Combined regional transactions, grouped consistently
Who achieves the highest total sales value?Dollar value of completed transactions
Who has the happiest clients?A sufficiently robust customer survey
Who is best for a particular home?Relevant local results, service, strategy and costs

An award can answer one question without answering the others.

That distinction is central to Wellington’s battle for bragging rights.

RAY WHITE LEADERS: YOUR INSTINCT HAS SUBSTANCE

Leaders remains a significant part of Wellington’s real estate landscape.

Its move to Ray White was announced for February 2017. The original announcement described an extensive lower North Island operation and claimed a long history of regional transaction leadership. Those historical figures should not be presented as its current office count or market share. Ray White New Zealand

Today, the Wellington City office still identifies its licensed business as Leaders Real Estate City Limited, operating under Ray White branding. Leaders has therefore not simply vanished as a business identity. Ray White Wellington City

The strongest recent evidence comes from the network’s 2026 international awards.

Elite Agent’s published winners list confirms that Ray White Leaders Group won Top Group by Number of Sales, recognising the 2025/26 financial year. The listed operation includes Hutt City, Johnsonville, Karori, Khandallah, Kilbirnie, Upper Hutt, Wairarapa and Wellington City. eliteagent.com

That is a substantial achievement.

It demonstrates sales-volume strength across a group operating in several markets. However, the competition was within Ray White’s network and the award combined multiple operations.

It does not, by itself, establish that Leaders outsold every competing agency within Wellington City.

Property Noise previously covered the achievement in Former Wellington independent Leaders wins major Australasian real estate award.

The assessment: Leaders has a compelling case as a major regional group. A definitive Wellington-wide market-share crown would still require comparable totals from its competitors.

LOWE & CO: THE PUBLIC SALES TABLE CHANGES THE CONVERSATION

RateMyAgent’s Wellington locality page provides a useful public comparison.

The latest search-accessible snapshot retrieved for this report lists:

AgencyProperties sold over the preceding 12 monthsDisplayed share
Lowe & Co Realty — AndCo Realty Limited69130%
Tommy’s Real Estate Wellington City64127%
First National Collective — Johnsonville2119%

Source: RateMyAgent’s Wellington locality page. These are platform-reported figures, not an independently audited REINZ market-share table. Verified Reviews

There is a qualification: other retrieved versions of the same page displayed different totals, although the first two agencies remained in the same order. Exact figures should therefore be treated as a changing website snapshot.

The defensible finding is narrower than an unconditional title: Lowe & Co leads this public locality table, ahead of Tommy’s. That does not resolve an aggregated regional comparison with all Leaders offices. Verified Reviews

Nevertheless, it is strong enough to challenge the assumption that Wellington’s established names automatically retain first place.

TOMMY’S: A LEADING CONTENDER WITH VERIFIED RECOGNITION

Tommy’s has substantial evidence behind its position in Wellington.

Its own Wellington office page says it consistently sells one in three properties between Seatoun and Khandallah. A related claim about sales per agent references January–March 2024 and explains that its data comes from industry and non-industry websites.

Those are agency-published claims with a defined geographic context. They should not be silently converted into an independently verified October 2026 regional market share. Local Property Experts at Tommys

There is also fresh independent confirmation of industry recognition.

REINZ’s official 2026 winners list names Tommy’s Wellington as Boutique Agency of the Year. The same list recognises Harcourts New Zealand as Franchise of the Year and Lowe & Co for its community initiative and office administration. reinz.co.nz

Tommy’s award is meaningful evidence of recognised agency performance. It is not the same measurement as Wellington City transaction leadership.

Property Noise’s 2026 REINZ Awards coverage provides background on the breadth of those categories. For the award results cited here, the official REINZ list is the authority.

The business’s longer history is explored in Tommy Heptinstall: Tommy’s Real Estate founder — the man with the golden touch.

The assessment: Tommy’s remains a serious city contender. Its reputation is supported by substantial activity and a confirmed national award, even though that does not establish first place on every measure.

HARCOURTS: NATIONAL STRENGTH DOES NOT SETTLE THE LOCAL RANKING

Harcourts deserves inclusion in the comparison.

But its national franchise recognition cannot establish the position of a particular Wellington office or the combined performance of its regional businesses.

Likewise, comparing Harcourts Wellington City alone with every office in the Leaders Group would give the latter a much broader territory.

A fair regional analysis would need to aggregate each organisation consistently.

It would also need to establish whether sales are attributed to the listing office, selling office or both, and how joint transactions are counted.

The assessment: The research does not establish Harcourts as Wellington’s overall sales leader. That is a limit of the available comparison, rather than a judgement about its agents’ ability to sell an individual property.

CUSTOMER SATISFACTION TELLS A DIFFERENT STORY

Sales volume measures activity. It does not directly measure communication, transparency or client satisfaction.

Consumer NZ’s June 2024 release identified AndCo Realty Group, which includes Lowe & Co, as its standout agency group, with 77% overall satisfaction against a 63% industry average. That was a group-level result, rather than a standalone survey of Lowe & Co’s Wellington clients. consumer.org.nz

It should also be dated accurately.

Consumer NZ has since published a 2026 survey, involving 3,165 respondents. Its publicly accessible article explains the methodology, but the retrieved material does not expose the complete agency ratings. This report therefore does not carry the 2024 winner forward as the confirmed 2026 satisfaction leader. Consumer NZ

That illustrates why current research matters.

A strong historical credential remains relevant. It needs its original date and scope attached.

WHY WE HAVE NOT USED GOOGLE POPULARITY TO PICK A WINNER

Search visibility can help explain brand recognition.

It cannot establish how many Wellington homes an agency sold.

A national franchise may attract searches from buyers, tenants, jobseekers and homeowners throughout New Zealand. Those searches do not automatically represent local transactions.

The same applies to social-media followers, advertising impressions and active listings.

They may indicate reach or activity. They do not independently prove completed sales or better outcomes for vendors.

For this comparison, sales evidence, clearly defined award categories and dated customer research carry more weight.

THE PROPERTY NOISE VERDICT

There is enough evidence to identify leading contenders. There is not enough consistently defined public data to declare an independently verified winner across the entire Wellington region.

Our assessment is:

  • Public Wellington locality sales ranking: Lowe & Co leads the table examined.
  • Multi-office group achievement: Ray White Leaders has the confirmed international Ray White sales-volume title.
  • 2026 boutique agency recognition: Tommy’s Wellington holds the REINZ award.
  • Overall regional market share: Not conclusively established by the available evidence.

Your suspicion about Leaders is therefore well founded — particularly when considering its combined regional operation.

But a city-focused article cannot overlook Lowe & Co’s position or Tommy’s substantial presence.

For homeowners choosing an agent, the next question should be closer to home: who has the strongest recent evidence for selling properties like yours, in your suburb?

Ask for comparable completed sales, a supported appraisal, a clear campaign plan and the total cost. An impressive group award is useful context. The proposed agent still needs to explain how they will deliver for your property.

Property Noise previously explored the rivalry in Who rules Wellington City’s real estate in 2025?. This report uses current, attributed evidence rather than treating that earlier commentary as a verified league table.

Wellington has several credible claims to leadership. Anyone advertising “number one” should make the territory, period and measurement just as visible as the claim.
